I think it is a matter of how you look at the issue. Surely we are not ready yet to see topless women going around normally in cities. Vegas has always been a paradise for exhibitionists.

Will they spare Las Vegas of moral policing?? This is certainly unacceptable. Las Vegas is so glamorous for them. The adult industry brings billions of dollars and employs tens of thousands of people. If we can't have a small place where we want to do what we want, then America is not the free country we say that it is.
